Charged with Hit-and-Run

In late September 2016 wheelchair-bound Kay Moss-Freese moved into the road and along a curb near Louisiana and Lomas in Albuquerque. Unfortunately the 60-year-old woman would not arrive home alive.

Around 11:30pm on September 29, 2016 former police officer Rodney Locke departed from Billy’s Pub. It was shortly after when Locke struck Moss-Freese while he was on his way back to his home less than a mile away.

Moss-Freese succumbed to her injuries in the early hours of the following day.

“I Know I Hit Something, But I Don’t Know What”

Witnesses stated that Locke had stopped and gotten out of his truck to see if he had hit something or someone. They also took down the license plate to his truck which is how one officer, who had known Locke while on the force, found him.

Locke claimed that he didn’t know what had happened. He stated that he was aware that he had hit something, but he wasn’t sure what it was.

The former police officer also refused a breathalyzer test. A blood sample revealed that his blood alcohol content was 0.18.
